ɸ stands for a voiceless bilabial fricative in IPA.
It is written with the greek letter φι - phi, because Ancient Greek aspirated /pʰ/ became /ɸ/ before it became /f/ in Modern Greek. Thus /ɸ/ stays phonetically between /p/ and /f/.
